Governor Kathy Hochul introduced a statewide “Bell-to-Bell” plan to limit smartphone use during the school day for K-12 students to promote distraction-free learning environments in all NYS schools. The statewide mandate will take effect starting in the 2025-26 school year. The Board approved the policy that was developed by the committee during its July 9, 2025 meeting. Some key elements of the District’s Distraction-Free Learning Plan are:

  • No unsanctioned use of smartphones and other internet-enabled personal devices on school grounds in K-12 schools for the entire school day (from “bell to bell”), including classroom time, lunch, and study hall periods. It is important to note that this is not just for smartphones, but also includes smart watches, tablets, and other personal devices.
  • APHS students will receive a Yondr pouch to store phones.
  • AMS will use lockers to store phones.
  • Elementary schools will not implement a formal procedure but will enforce the ban.
  • Exemptions will be provided for students with medical or academic needs, such as those outlined in an Individualized Education Program (IEP).
